Elizabeth was a minor (but important) character in the movie Shakespeare in Love and was played with a twinkle in her eye by Judi Dench (last seen as queen Victoria in Mrs Brown).
But even for a cameo role she was required to undergo an extensive makeup job as seen above. Lisa Westcott was the film's hair and makeup designer and Veronica Brebner was senior hair and makeup artist: Tina Earnshaw designed Gwyneth Paltrow's makeup in the movie.
